new keyboard does not work in MS Word

I created a new Russian phonetic keyboard. I know very little about
computers, but just followed the directions in the manual. The new
keyboard works in Safari and MS Excel, but not in MS Word. I type
random keys, but nothing appears on the screen. Do you know why this
might be? It also does not work in Powerpoint. Please help (in basic
lay person's language). Thank you.

Tell us which version of MS Office you use and which Mac OS X, all are important.
What about the Russian (and other Cyrillic) keyelayouts? Do they behave similarly? If similarly, it is not the fault of your keylayout.

I have Mac OS X version 10.7.4 and am using MS Word 2011. Yes, the
other Russian keyboard layouts work, as do other international
keyboards I have installed.

Try to use you custom keylayout in TextEdit and LibreOffice or OpenOffice. Do they work OK?
The only cause I may see may be due to keylayout ID, it should be unicode (negative number, from -1 through -32768) or Cyrillic (19456 through 19967), go to Keyboard/Set Keyboard ID. Create two variants with different names (e.g. My-Cyrillic 1 and My-Cyrillic-2 or anything similar).
If your keylayout works OK in a series of apps, but not with Word only (the last version should be unicode aware, that is why I asked which version), this may be strange.

Let us know whether this works.

I did this - changed the key layout ID to Cyrillic. Still does not
work in MS Word. I noticed that when I hold down the Command key and
type "w" "e" "r" keys that Latin letters appear. For some other
letters, Command + letter prompts certain commands like Open document,
Close document).

I think I may have to revert to the Apple Russian phonetic keyboard
which has some important letters in very uncomfortable places on the
keyboard!

Hm... you did not answer whether others typical apps like TextEdit, Nisus or Mellel display the same behavior.

If works OK there, then the problem is with Word, cannot figure out why.

What happens if you type in TextEdit, then copy-paste in Word? Does it display OK?

It copies and pastes correctly. You've given me an idea - I will use
Text Edit for Russian!
