I can't answer your original question, but those users along the
border are free to choose whether or not to roam onto an Irish
network. If they don't want to risk being charged by accidentally
roaming then all they have to do is set their phone to manually
register with their "home" network only.

As for manually changing the network- on nokia's its generally Menu >
Settings > Phone > Operator selection > manual then pick the network
you want to use,

When the phone has finished searching for available networks select
Orange.
