There have been a couple of unchallenged comments which suggested it was
carried as a voice call and I have asked as a supplementary question a
couple of times but received no response. Anyone say for sure?

It is carried as a CS (circuit switched) connection, in the same way as
a voice call. skype works equally well on their own network and the
orange 2g backup.

The 3 network doesn't cover 100% of the country or even 100% of the
population. Therefore it makes a difference to, for example, anyone
considering the purchase of a Skypephone who lives and works far from
any 3 coverage but within coverage of their national roaming partner for
voice calls.

My local JAG shop is nowadays staffed by the totally clueless. Even
though there's no 3 coverage in the area, they sell 3 deals so ought to
know something of this but don't seem to have tried it themselves and
didn't have the means to test it for me.

Oh so true, mind you, PCN has its advantages. Now that we are on
T-Mobile, my office is unlikley to bother me as long as I remain inside a building ;-)
