I am interested in buying a boat that has been fitted out by the owner . The
hull was built five years ago and the boat fitted out on dry land before
being launched a year later.
Should I be buying it with a certificate and manuals or , as the owner
tells me, these are not required as the boat is five years old ?

Technically the five years starts once the boat has been "put to use" which
in this case, as I understand you, would have been four years ago. If that
is the case then the boat can only be sold if it fully complies with the
RCD.

As you say, the hull manufacturer should supply the owners manual and
declaration. However, I believe the CE mark can only be affixed on
completion of the craft.
