You can download the file from here and try again
http://pogostick.net/~pnh/ntpasswd/

It's a zipped file so you need to decompress it. Make sure that you're
burning it as an image not just trying to copy the file to a disk.

Burning as an image will create a CD that you can boot from, with a
whole bunch of files on it.

If you're using Windows, we can see if I can connect remotelyto your
laptop and make sure that it's being burnt properly.

Well, since I've now brought it to the attention of UKRM.

My brother's GF changed the admin password on XP and promptly forgot it,
though she's insistent that "something must have changed"

Bearing in mind that they are both technical numpties, as demonstrably
am I nowadays, are there any better solutions than the Linux ISO
available at the above link?

There may be better ISO's but the principle is sound. It used to be
regarded as better just to blank the password as opposed to re-writing it.
