Not quite your only hope. The Engineers are a pretty resourceful lot.

Never seen any apart from coloured ones as you describe for handlebar
clamps.

Engineers might just press fit a steel bush into a counter-bored hole if
we really wanted to cover up the head.

I've got a whole catalogue of plastic blanks, plugs and other widgets
here but nothing in chrome.

The nearest I think I've seen is nickel effect ones in some of B&Q's
kitchen furniture.

If I was designing some, I'd go for a soft metal stamping or pressure
die-casting then get them chromed.

If you only want a few - CNC some stainless steel buttons and then stick
them in with epoxy glue?

they have chrome ones for mirrors ..they are meant to screw into the
heads of wood screws though
but they could be adapted .

They do seem to be a bit of a specialist item: one of my Guzzis has
one on top of the steering stem and the other has them on the bolts
that secure the luggage frames.

Suzuki Bandit has them on the handle bar riser clamps , chrome finish too!.
