As has been pointed out car excise duty / road tax is based on emissions. The least polluting cars are free, so obviously cyclists should be also.
However they should be subject to the same registration requirements as cars - i.e. central register and registration plate.

Does this happen often in the UK?
I usually stare at the panhandler to see if he's really serious.
Maybe the panhandler is thinking a motorist, even a panhandling
motorist, might be considered doing something respectable like driving
to work so asking for money for gasoline sounds better than asking for... more »
