Panhandlers Asking Cyclists for Money for Fuel

Does this happen often in the UK?

I usually stare at the panhandler to see if he's really serious.

Maybe the panhandler is thinking a motorist, even a panhandling
motorist, might be considered doing something respectable like driving
to work so asking for money for gasoline sounds better than asking for
money to buy meth.

Using the same line 100s of times without thinking about it or the
people they approach is probably the bigger factor.

First rule of begging: Research your target a little. Beggers really
must be choosers.

A recent story in Tidewater was about a panhandler who asked a
motorist for money to buy gas and then bought a lottery ticket.

It was a big scandal for some reason.
