I can't really help you as I normally go to the mountains in summer and
hardly ever crag. This said I'm sure that crags around Briancon (Ceuse), or
in the Vercors (Prelles, not overequiped though if that's what you are
after), or in Savoie next to the Lac d'Annecy
(members.aol.com/jcr74/escalade.htm. ) are very climbable in summer.
Re. the car break ins, there are some black spots (e.g. isolated car parks
in the Calanques) but it's not *that* bad.

While not strictly cragging either, Mont Pelvoux (Parc National des Ecrins)
near Briancon has lots of great bolted mountain routes. (Local guidebook,
good campsites (the one in Briancon itself has the best croissants in the
world :-) Guides office at bottom of Mont Pelvoux (more or less).
