Sounds like the glass cockpit software fault the affect the US plane -
but the NTSB/FAA's ruling to update the software don't have to be
followed by non-US airlines.

If the FAA says update then airlines update.

You'll find that there is a FAR dedicated to non-US airlines.
I think its FAR129 but I could be wrong on the number.
