No one seems to have asked the obvious question. Given he has been getting
into trouble since he was 6 or 7, why wasn't something done earlier? Even
worse, he was a brother whom he is trusted to look after!

Things are set up for him turning into a adult misfit, unable to get a job,
all set up with an excuse why he can't get a job, and (no doubt) convinced
his problem can be passed on genetically to his children.

Interestingly, it is claimed he knows right from wrong so it is lack of care
for the consequences that is the issue. Just "up" the consequences until he
gets the message.

It has gone way beyond that. May be a "clip around the ear" would have done
the trick in the early stages I doubt it would now. A bit of "boot camp",
requiring him to earn the most basic of privileges is what is needed. That
will also isolate him from his peers, who probably provide a "supporting
cast" for his activities.

Many years ago, when I were a sprog, there was a family of 7 living in a one
bedroom flat not far from us. The parents were unemployed, possibly because
they'd worked out they could get more on Beanyfits than by working, possibly
because they were simply unemployable, or (and most probably) for both
reasons.
Four of the five sprogs seemed to be ok (or maybe just never got caught),
but the middle of the litter, Jim, would have earned all sorts of labels
today.
Jim was just always in trouble, when he was about 9 he set fire to their
house because he "wanted to see the fire engines come". This was by no means
his first offence, and he was eventually removed to a care home from where,
I'm told, he progressed through borstal to prison.
No doubt today that family would have Bean re-housed in some massive mansion
at public expense so they had more room to create more sprogs.
Back somewhere in the 1970s my sister met Jim on a bus. During their
conversation he said he'd just Bean released and didn't know what he was
going to do. He said he couldn't get a job of any sort and wanted to go back
inside. About a week later the village hall caught fire, and when the fire
brigade and plods arrived guess who they found standing there watching the
blaze. I'm told a plod asked Jim if he knew anything about the fire and Jim
answered "yes, I started it"
I wonder if this other little scrote will go the same way.

If you recall, I posted a comment several months bad re some research which
indicated that problem children became adults who displayed mental problems
in later life. Needless to say, some (well one) contributor insisted there
was no such research, even when given the reference to the report.

It is hardly surprising that people follow such a pattern- problem children
becoming problem adults. If they don't learn how to behave as children they
will almost certainly not learn to behave later- at least not without some
very direct action. If their problems in early life were always "excused" do
to some syndrome or because they think their parents didn't respond
correctly to them, etc. they will continue to use this as an excuse in later
life. The culture of excuses will "spread" to envelop other groups
(employers etc.) who they feel have "wronged" them. Next thing you know,
they are angry at the whole world and, in extreme cases, involved in some
atrocity.

Like you I recall a few from by school years who you just "knew" would end
up in trouble. One, last I heard, was on "death row" in Hong Kong- must
have been the late 70s, early 80s. I assume he met his end there.
