New 'Feature' in eBay feedback for Buyers

Has anyone else noticed the new option available when leaving feedback
for Buyers ? You are now allowed to 'Report this buyer' as an
alternative to the previous 'Positive' or nothing at all options. A
little pop-up message says:
> If this buyer has violated eBay policies, let us know. It only takes
> a minute and helps us protect the selling community.
Not the same or as useful as leaving Negative Feedback, but it's
slightly better than nothing. I just wonder what action eBay will
actually take in response to any submitted reports ?

Dunno, they are banning buyers from the dispute console if they file too
many 'item not received' cases so looks like they are slowly starting to
balance the scales.
