Signing up for a seller account?

I'm sure this used to be much more straightforward , but I've signed up
for another account to sell things from work that we no longer need and
can't for the life of me see how to convert this into a seller account.

If I log in and go to my account details it says "Account type - Private
Account"
Ok , fair enough , but how do I change this?

The hlpe pages say I need to put a card on file and so on , but if I try
and find the links to confirm my identity and specify how to pay my fees
I just get sent round in endless circles of help pages with no actual
information...

you have to list something first, then it will go though the seller signup
process.

That's daft.
I don't want to list anything *now* , but I do want to be able to hit
upload in turbo-lister this evening.

Pain in the arse thing.
