Has Reporting taken over from Leave Negative Feedback?

I sold an item and, following a "not paid" claim, the geezer (Feedback 3)
paid up, then filed a "not received" claim against me a week later.

As soon as he said he had not received it, I refunded the price of the item
and the postage to America and said through eBay's system that I would
investigate further but would he please let me know if/when it arrived.

No reply from him, just neg feedback "Never shipped. Had to file a claim.
Got a refund. No communication."

I filed a Report as I feel his feedback is unfair - it's certainly
verifiably untrue in terms of the communication because I made it all very
politely through eBay - but I cannot find anywhere that I can respond
publicly to his neg.

Can I?

The "report a buyer" tool is purely for Ebay's statistics and no action is
ever taken on anything you report using it.

Click on 'Feedback forum' at the bottom of the feedback page and you should
see an option to respond to feedback left for you.

However I would definitely phone up Ebay and appeal the neg as they will
clearly be able to see you have been trying to communicate through EBay
messages so his statement is false.

Phone, don't use Live chat and if you don't get an Irish voice hang up and
try again. Ebay have a call centre in Manilla, Phillipines who handle some
phone calls and man the live chat - they have no authority to do anything so
always speak to Dublin to get results.

Thank you both,

I did phone (and got Dublin) as soon as he first claimed "non-delivery" and
reported my suspicions.

I will now phone them again to report the negging and put my grievance
verbally.
