The main purpose is to stop the kind of scammer who starts an account, gets
a few feedback as a buyer then lists a load of multiple item listings for
very cheap items such as new laptops for £200 to bring in a load of ill
gotten money over a short period of time, empty their Paypal acount and do a
moonlight flit.
However as usual with Ebay it's not thought out properly and far too
draconian because they ultimately can't be bothered to police the site
themselves.
