This is a formal Request For Discussion (RFD) for the following changes
in the uk.* Usenet hierarchy:

Further procedural details are given below.
RATIONALE
It has long been custom within uk.* to check for groups that are not
being used and then to remove them. By doing this we keep the number of
dead groups down increasing the chances that someone stumbling across a
group will find it useful.
An analysis of the posts to uk.net.providers.ntl from 2009-07-01 to
2009-10-31 has shown that there there were 4 posts in that period,
details of which are shown below.

CHARTER
This group is for the discussion of issues relating to the Internet
services provided by NTL. This includes services provided over any
current or future delivery methods, such as dial-up, cable or commercial
broadband services.
Discussion of non-Internet services, such as telephony and cable TV, is
off-topic except where directly relevant to the Internet service (for
example, a network outage affecting both telephone and Internet, or
advice on troubleshooting a combined TV/Internet set-top box).
This is not an advocacy group. Comparisons between NTL and other
providers, or discussions as to whether NTL is better or worse than any
other named provider, belong in the generic uk.net.providers group.
Crossposting to newsgroups relating specifically to any ISP other than
NTL, either in the uk.net.providers.* hierarchy or elsewhere, is
forbidden.
This group has no official connection in any way with NTL. However, NTL
staff are encouraged to participate and provide information, service
updates, etc, just as they would in the internal NTL newsgroups.
Advertising
Advertising is forbidden, with this exception:
Private individuals wishing to buy, sell or trade items specifically
relevant to NTL's services may post an article containing the
necessary details or a link to a website containing the details.
For the purposes of this charter, announcements by NTL staff of changes
to the NTL product line, prices or services are not considered to be
adverts.
Binaries & Formatting
Encoded binaries (e.g. pictures, compressed files, etc.) are forbidden.
Such material belongs on a web or FTP site to which a pointer may be
posted. Cryptographic signatures (e.g. PGP) may be used where
authentication is important and should be as short as possible.
Posts must be readable as plain text. HTML, RTF and similarly formatted

Warning. Anyone posting contrary to this charter may be reported to their
"postmaster" and/or Service Provider.

PROCEDURE:
This is a request for discussion, not a call for votes. In this phase of
the process, any potential problems with the proposal should be raised
and resolved. The discussion period will continue for a minimum of 10
days, starting from when this RFD is posted to uk.net.news.announce
(i.e. until December 25th) after which a Call For Votes (CFV) may be
posted by a neutral vote taker if the discussion warrants it.
Alternatively, the proposal may proceed by the fast-track method. Please
do not attempt to vote until this happens.
This RFD attempts to comply fully with the "Guidelines for Group Creation
within the UK Hierarchy" as published regularly in uk.net.news.announce
and is available from http://www.usenet.org.uk/guidelines.html (the UK
Usenet website). Please refer to this document if you have any questions

As NTL services are now provided by Virgin Media, I can't see a problem with
its removal.
