This is a formal Request For Discussion (RFD) for the following changes
in the uk.* Usenet hierarchy:

Proposed change to Guidelines - Tidy up 3 months before new RFD

This is not a Call for Votes (CFV); you cannot vote at this time.
Further procedural details are given below.

RATIONALE

At present Section 8, paragraph 2 on the Guidelines page at
http://www.usenet.org.uk/guidelines.html
has text says that there cannot be a new RFD on any subject that
went to a vote until "close of the vote".

"Close of the vote" will mean different things to different people
which could range from the date of the last day of being able to
vote, the date that the result is posted, the end of the objection
period or the date that Committee post their ruling on such an
objection.

This proposal brings into line a vote result to be the same as
that of a notice of a successful Fast Track.

The Committee rule on objections to a vote and the proposal
includes the possibility that there may be an occasion where
a Committee ruling on an objection changes the result of a
vote in that a different outcome then wins the vote.

Either:
at least 3 months have passed from the date of the Fast Track notice;
Or:
the later of:
the date of the vote result post;
and:
(if an objection is upheld and changes the outcome of the vote) the
date of the posting of a notice by the Committee concerning that
objection."

PROCEDURE:

This is a request for discussion, not a call for votes. In this phase of
the process, any potential problems with the proposal should be raised
and resolved. The discussion period will continue for a minimum of 10
days, starting from when this RFD is posted to uk.net.news.announce
(i.e. until December 23rd) after which a Call For Votes (CFV) may be
posted by a neutral vote taker if the discussion warrants it.
Alternatively, the proposal may proceed by the fast-track method. Please
do not attempt to vote until this happens.

This RFD attempts to comply fully with the "Guidelines for Group Creation
within the UK Hierarchy" as published regularly in uk.net.news.announce
and is available from http://www.usenet.org.uk/guidelines.html (the UK
Usenet website). Please refer to this document if you have any questions
