There is *No* admin, Usenet's http://en.wikipedia.org/wiki/Usenet not
like that unfortunately - anybody can post to any unmoderated newsgroup.
That's its strength, in that censorship isn't realistic, it's also its
weakness when you get deluded losers who won't take a hint.

If you get a proper newsreader rather than using the dreadful interface
which is GoogleGroups, you can set kill filters so that you never see
its posts. I haven't seen them in a very, very long time.

Because you're accessing this group from Google Groups, it will look like a
web forum. But it isn't. Google groups is one way of accessing a very old,
forum type, part of the Internet called "Usenet". Except for a relatively
small number of groups that have "Moderated" as part of their name, there is
no one who can block any posts or users.
Google Groups is also the very worst way of accessing Usenet, but often the
only way if your ISP doesn't provide Usenet as part of their service. The
best way is to use a Newsreader program. This will also allow you to filter
out posters that you don't want to see. Google Groups won't let you do this.
The other disadvantage of using Google Groups is that many Usenet users
filter out all posts from Google Groups. None of these people, who would be
some of the most experienced Usenet users, will see any of your posts.
The vast majority of Usenet spam is posted from Google Groups, and despite
publishing an email address to complain about that, Google does nothing to
fix the problem. By filtering out Google Groups posts, users never see a
great deal of the spam that is floating around, as well as missing a lot of
nasty and malicious stuff that is posted from the anonymity of Google
Groups.

Not true. Anyone can subscribe to a Usenet service such as
news.individual.net, completely independent of their ISP. It may,
however, be the only way if you're blocked from Usenet for other
reasons - such as, for example, by your employer if you're using your
work computer.
