 The Insurrection Act has been amended to permit the president to
federalize the National Guard effectively whenever he deems fit

 The Protect America Act in August basically amended the Foreign
Intelligence Surveillance Act out of existence

 The Levi Guidelines in the Department of Justice to prevent
COINTELPRO and the Watergate abuses were terminated by Ashcroft

 The New Neo-Con Attorney General, Michael Mukasey, refused to condemn
waterboarding as torture

This book compiles the proceedings of the 18th Annual BERTRAND RUSSELL
PEACE LECTURES delivered by international legal expert Francis A. Boyle
at the Centre for Peace Studies, McMaster University, in January, 2007.
Titled "The Legacy of Bertrand Russell: Principle Confronting Power,"
the lectures addressed two subjects of pressing concern:

* Palestine, Palestinians and International Law

* The National Campaign to Impeach President George W. Bush

An extensive Afterword updates the book to the October 17th, 2007 press
conference in which George W. Bush terrorized the world with the
prospect of World War III if the Iranian government were to acquire
even the knowledge to make nuclear weapons.

Previous Russell Lecturers have included E.P. Thompson, Elena Bonner,
Edward Said, Ramsey Clark, Nobel Peace Prize Winner Joseph Rotblat,
Johan Galtung, and Noam Chomsky.

About the Author:

Francis A. Boyle's long, distinguished and multi-faceted career has
included responsibility for drafting the Biological Weapons
AntiTerrorism Act of 1989, the American implementing legislation for
the 1972 Biological Weapons Convention, and representing the Republic
of Bosnia and Herzegovina before the International Court of Justice
(1993-94). Boyle has also served on the Board of Directors of Amnesty
International (1988-1992); and as a Consultant to the American Friends
Service Committee. Starting in 1987, he served as Legal Advisor to the
Palestine Liberation Organization on the Palestinian Declaration of
Independence of 15 November 1988 as well as on the ensuing Palestinian
Peace Initiative. He then served as Legal Advisor to the Palestinian
Delegation to the Middle East Peace Negotiations from 1991 to 1993.
There, at the instructions of the Head of the Delegation, Dr. Haidar
Abdul Shaffi, he drafted the Palestinian Alternative to what later
became the now defunct Oslo Agreement. Professor Boyle teaches
International Law at the University of Illinois, Champaign, and is
author, inter alia, of The Future of International Law and American
Foreign Policy, The Foundations of World Order, The Bosnian People
Charge Genocide, The Criminality of Nuclear Deterrence, Palestine,
Palestinians and International Law, Destroying World Order and
Biowarfare and Terrorism. He holds a Doctor of Law Magna Cum Laude as
well as a Ph.D. in Political Science, both from Harvard University.
