where to source cheap mulch

I have a notion that the wood chippings from shredders used by landscape
contractors is a waste product. Sure it can be sold, but presumably some
of it is just dumped, and presumably collected for free...

Anyone got any ideas on this?

Epsom & Ewell Borough Council uses their wood chippings as mulch.

I understand it's very effective.

I'd guess that, in general, commercial landscape contractors would
sell them on to garden centres.
