Assuming an empty road, can anyone think of where one can do 140 MPH on an
Island Road?

No.

The Island roads aren't up to it. There are numerous places where there is room to
do it, but you'd be bonkers to try.

You could do 140 on any road but with dire concequences of most if not
all of them.
