The government (Bundesrat) recommends – Vote NO, against direct election
of government ministers: Election of ministers by Parliament has proved
to be successful

Bern, 16.05.2012 - Were government ministers to be elected directly by
the people, there would be negative effects for the Swiss democratic
system. Equilibrium between government and parliament would be weakened,
as too the balance (Ed: federal balance, e.g. region, party, gender) and
the collegiality in the government (Bundesrat). Party politics would
increase to the disadvantage of issue-politics. Especially for the
latter reason the Bundesrat urges the electorate to reject the Citizens'
Initiative (Ed: law proposal) "Direct Election of the Government" and
offers no alternative proposal.
