Painting Cellar - flaking walls!

Hi

I'm thinking about decorating my cellar so that it's a bit smarter to
work in when I'm down there, but would like some guideance..

It doesn't appear to be damp (I store paper and the like down there
without any problems), but whatever the walls were previously
plastered/painted with now flakes/rubs off quite easily.

If I rub the the bare brick/specifically between the bricks with my
hand/a wire-brush, this white stuff flakes off!!

What I'd basically like to do is paint the walls white again, but what
preparation do I need to take and what sort of primer/paints do I use?

I had exactly the same kind of effect in my cellar. Whilst I was visiting an
outdoor centre in Wales I noticed that they had a superb finish on their old
interior stone walls, kind of a semi shiny white paint with a lovely smooth
finish. I was told that they had used <cough> Artex applied with a long
bristled brush to fill any imperfections, and coated that with vinyl silk
emulsion. I've tried this in my cellar and can confirm that the results are
good.
