Not a surprising approach...limit use to those who ALREADY have a water right, which does not address the issue associated with LID.
 
Based on the news articles, I would expect the SEO to be in the news when they "bust" some city landowner for having a rain barrel.

Not at all the way I read it in the newspaper a few weeks ago. Does
anyone realize you need to own a well to be allowed to capture rain
water under this new law?
