Uncommenting the \listoffigures line generates a wonderful list of
figures. The formatting manual stipulates that the caption in the
list be limited to 4 lines. In my output the captions are listed in
full. Is there a way to limit it to four lines?

IIRC as a general LaTeX thing, you can do:

\caption[A brief description of this figure.]{A more verbose description of the same figure, giving all the details.}

The first version goes in the list of figures; the latter in the actual text.

Yeah, that is a fix to make it shorter than 4 lines. Though, it is
not clear how to use it to truncate it at exactly 4 lines with this
syntax. I asked around and it seems that the UCSD format guardians do
not often balk at the formatting of the list of figures, so full
captions or only listing caption titles should both be ok.

Thanks,
Jeff
