Wired connections on Dell PowerEdge R900 delay/drop in and out

I am running Ubuntu 14.04 LTS.

I have installed Ubuntu on an R900 server (plan to use it as a vhost). Not the first time I've done this, but in this case I seem to be having some networking issues. Namely, connections seem to keep dropping in and out. There seems to be some initial delays in connectivity (especially when connecting to the Internet) following by good connectivity, then the occasional drop out. There are two sets of NICs on the box: one Broadcom and one Intel and they both seem to exhibit this behavior. Any ideas? I have read that sometimes power management can interfere with this, but there does not seem to be any consistent way of checking this or turning it off. 

Any help would be appreciated. Thank you.

Delays followed by good connectivity to the Internet? The first thought that comes to me is DNS.

Ping tests also seem to hang. I don't get actual timeouts which is weird, but the pings themselves will stop for up to 30 seconds or so, then simply resume with no timeouts in between. Weird, right?
