ID help on Flycatcher

Found this flycatcher at Willard Bay north c.g. just south west of the pond. It was working mid canopy. Didn't make any calls.  
My first thought was Western Wood-Pewee but the light colored throat has me thinking different.  I'm also thinking Willow but I'm not seeing and eye ring. So I turn to the more knowledgeable.

Bullock's Orioles
Western Tanagers
American Robins
Western Kingbirds
Red-winged Blackbirds
Brown-headed Cowbird
Fox Sparrows
White-crowned Sparrow
Black-capped Chickadee
California Quail
Mourning Doves
White Pelican
California Gulls
Spotted Sandpiper
Killdeer
Mallards
Yellow Warblers
Western Grebe
Looked hard for a Ovenbird but no luck.
