Chrome Custom CSS

I want to use custom CSS to set my background color and text color in Chrome.
I installed an extension where
html, body { background-color: black}
sets the background color to black
but
html, body { color: white}
does nothing

Does anyone know of a way to make EVERY piece of text on a site the same color with css? Or a text only browser they recommend.

Lynx is the go to text only browser.

I think the !important attribute *might* do what you need.
