Update on when Status IDs will change

Hey Everyone,

Towards the end of August we announced that Status IDs would be
changing on September 21st.

Due to the release of #newtwitter we are going to postpone that change
until 10am PDT/5pm UTC on Tuesday October 12th 2010.
