There are too many "祭" in Japan, even getting a schedule is very difficult.
There was a site www.matsuri.co.jp but I forgot about its topic. These 祭 are
usually very local-oriented, you can search for it in
http://www.kinokuniya.co.jp/ and buy these books online.
