Many big systems (not Comcast), plus the satellite firms and groups
repping smaller systems, urged the commish to implement 'dispute
resolution mechanisms' to prevent incidents like Oscar night in the NY
metro... Congress is being apprised, as it's unclear what the
regulator can do about it...

Gee, if only we lived in a country with a government with an
established system of checks and balances, so the agency that dictates
regulation isn't also in charge of enforcement. Alas, such is not the
case with the FCC (or the IRS, but that's another story).
