...and despite that he obviously doesn't work for the network that carries it, and with Lorne as producer, doesn't look to be much their brass can do about it...

If ABC doesn't want it, no way it's going to happen. They may not have
veto power, but they can let the Academy know that commercial breaks
will run twice as long or screw the show up some other way if they
don't want the host.

Yet, Johnny Carson hosted the Oscars several times on ABC way back when....

...ABC late-night was reruns of "Charlie's Angels."
 
And I remain amazed at how automatic the Drudgies come in with their fecal matter.  Do they think that if they whine loud enough ABC will bring back Lawrence Welk reruns and put on "The Toby Keith Show?"  Can't they be satisfied with Tim Allen back on the network and Reba McIntire coming in the fall?

This LA Times update only says that "talks have stalled," and not much more...

It's just as well. Fallon is a better fit for the Emmys or Grammys.

Now, how about NPH as Oscar host, eh?

They had no ratings concerns when Johnny Carson hosted the Oscars. There's a good argument that another host could boost the ratings.
