There are actually a lot of features I like in Turbogears, but I'd like
to concentrate on one now.

For me, it's been amazing how easy it is to ajax-enable TG
web-applications. But what I find lacking is a tool to interactivelly
design and play with the HTML/Javascript interface and its dynamics.

Well, maybe there is such a tool and I don't know it, but is there
something like that - that is browser oriented and that could be added
to the TG toolbox? I think that would be a great addition.

There are two javascript shells that may be useful to you. One comes
with Mochikit and is usable in all browsers. I don't use it, so I'm
not exactly sure how to use it with TG. The other is Jesse Rudderman's
javascript shell[1], which only works in firefox. You install it as a
bookmark and click the bookmark to start the shell in the context of
the current page.

I usually use two tools when dealing with javascript:

[1] Jesse Rudderman's javascript shell (as mentioned by Karl Guertin)
[2] Firebug extension

As you can see, both depends on firefox... :)
