Paging, and the Dashboard (in particular) - a silly question

Forgive me if I'm missing something obvious, but if paging of posts is only controlled via the offset parameter, then with a group of posts that are constantly increasing in length (in particular the Dashboard) without your own explicit actions, how is it possible to page? If anything is posted to the dashboard the offset will be against a different first post.
