When we were visiting Cueva de la Pileta, there was an Aristolochia
climbing around in the rocks. Polunin and Smythies Flowers of Southwest
Europe says that Aristolochia baetica is an evergreen climber to 2-3 m,
found on uncultivated ground in Portugal, southern and southeastern
Spain. In California, we have Aristolochia californica which climbs
into trees but probably would not permanently occupy the full length of
a fence. In desperation you could go with Rosemary and Oleander.
