Europe says that Aristolochia baetica is an evergreen climber to 2-3 m,

Spain.  In California, we have Aristolochia californica which climbs  
into trees but probably would not permanently occupy the full length of  
a fence.  In desperation you could go with Rosemary and  Oleander.

Could always try grapes? just a thought but the vines can be trained
many ways.
