Is the gtowth of poor in measured standard of liing, or  welfarepayments criteria?

One thing that isn't mentioned is that we have seen a large shift from public housing to Section 8 housing where these folks are renting in the suburbs. I'm surprised they didn't mention that as part of the shifting numbers.

   One interesting point.  We own a rental house and a few years back, someone came to look at the house and asked us if we accepted that sort of payment arrangement. The individual told us that they would pay us much more rent per month than we were asking.  I told the individual that we would rent only to the person paying the rent.
