I still wonder how they often they have to deal with the dust that
settles on the solar panels.

As I understand it, if they don't build the undercroft and put the
buildings on the platform it forms, there cannot be a dedicated space
to operate the automated pods. If there is a redesign effort going on
that would make a city-wide pod car system possible, I've not heard
anything about it. I believe that the streets (original design) at
the pedestrian level (platform level) are too narrow and disconnected
to make pod car circulation possible, not to mention a total lack of
parking/charging space at the pedestrian level.
