Fix for false positive msgfmt errors

I looked into https://fedorahosted.org/fedora-infrastructure/ticket/789
today and figured out that it was a filesystem permission error. Here's
a patch against the tx-submission branch to fix that. We have a similar
patch in the Fedora deployed transifex that's fixed the problem.
