Trampoline talk about alternatives to pet shelters

Hi All,
A few years back, seomone gave a talk about how having to put animals down
at pet shelters could be elliminated. It had already worked in some US city.
The talk was at the Donkey Wheel house maybe even before the Hub was there.
Anyone remember any info about this?
