Plugin to CC a list of users?

I recall a plugin that let you create groups of users (Say, "UI") that
you could then CC on a ticket, rather then listing the entire set of
people on every ticket they should be on. I was looking around on t-h
but couldn't find it. Anyone recall that, and can point me to it?

The AnnouncerPlugin, perhaps? I have this capability, and I think this
is the plugin that provided it. A group is then specified in the ticket
as @group

With this plugin, each user sets the groups they are interested in in
their preferences. I do not think you really create a group. It is more
pattern matching. If the ticket contains @G21 in the CC field, the
plugin looks for all users who have G21 in their preferences. This means
that users, on their own, can easily create groups.

The behavior is slightly different than you describe, but is well

From what I have seen, the admin can create groups and users can
subscribe to them. This was the "minor" thing I was referring to. Is
this the behavior you have seen as well?

You are correct. I remembered inaccurately. I forgot that I do need to
define the groups as:

[announcer]
joinable_groups = Tickets

So, users cannot create groups ad hoc. But they must be the one to join
the group in their settings. I do not think the admin can assign group
membership.
