Usernames in the "Reported by:" and on the "Assigned to:" fields

Hello,

I setup a Basic Authentication in Trac 0.10, so that anyone who does want
to modify or create anything must be logged in before.

Now I would like to have some checks&validation on the "Reported by:" and
on the "Assigned to:" fields: infact i need that those fields contains
always valid usernames. Any way to achieve that?
