Trac does not display the css or other default images

Someone had made changes to the server and created a problem, where
the contents of the project are displayed, but none of the formatting
is there. No toolbars, no good looking buttons, and no images. Just
default text, broken image frames, and the content text.

I tried reinstalling Trac. I upgraded Trac to use Python26 and Trac
0.12.1, and I am still getting the same problem. I'm using the stand
alone web server. This is also on a Windows Server.

Does anyone have any idea, as to what I haven't set? or what to try
next?
