There is a bug in Trac 0.10.4 that prevents notification of a new ticket.
See ticket #3654.

The second patch mentioned in the ticklet cured the problem for me.

Thanks for your help Steve ! I'm running Trac 0.11b1 so it should be
fixed, no ?
When a ticket1 is created and which is related to component1,
component1 being owned by user1, I would have expected Trac to send an
email to user1 to warn him that a new ticket (ticket1) arrived in the
trac database.
The other use case is when this new ticket is reassigned, I would have
expected the reassignee to be warned.

All these use case does not seem to work on my platform (Windows,
Trac0.11b1)...

I don't know about Trac 0.11, I've only used 0.10.4.

I don't think the owner of the component gets notified in 0.10.4, only the
updater, reporter and owner of the ticket or ticket change, and then only if
the corresponding entries in trac.ini are set to true.

I think the owner of a new ticket is the assignee as far as notification is
concerned.
