1. Remove all comments about when a feature has been added prior to 0.13,
both from wiki pages and code. It feels a bit irrelevant to read that
something is valid "(since 0.9)", "(since 0.12)" etc. In trunk, I think
it is only relevant to highlight new features introduced in 0.13.

even if I develop for an older version of Trac (though 0.9/0.10 is relevant to
me anymore).

I agree with that. We should at least keep the references to officially
supported versions (i.e. current stable and trunk = next stable).

I do understand the developers point of view, but the Help/Guide in the wiki is cluttered up with remarks like these which doesn't give a too good impression from an end-users point of view. I don't mind keeping the remarks in TracIni, that page would only concern an admin anyway.
But, does Remys comment mean that all comments prior to 0.12.3 could be removed, at least from wiki pages?
That would be nice!
