Ticket triaging

I am starting a triaging pass through the tickets currently assigned to
0.12, with the goal to reduce the list to something manageable within
the time frame proposed by Christian.

The idea is to only keep tickets in 0.12 that have an owner, and where
the owner commits to fixing them before the 0.12 release. I'll have to
make some guesses for that, so don't hesitate to:

- move tickets back to 0.12 if you feel you can fix the issues in time
for 0.12

- move tickets out to next-minor-0.12.x or next-major-0.1X if you
already know that you won't be able to fix them for 0.12.

- and generally, to fix any errors I would have made.
