Granting commit rights for Jun Omae

Hello TracTeam,
Jun Omae has been contributing excellent patches, both in functionality
and in form, for some time now. Many of them have been applied already
(often with no changes), and some are still scheduled.
Jun already has commit rights to the Japanese translation. I would like
to extend them to the whole code base, and therefore, make him a full
member of TracTeam.
Opinions?
