Markets across Asia tumbled as a result of the Wall Street crisis.

Chinese state media has blamed the US for unleashing financial "weapons of
mass destruction" and sparking a global market "tsunami".

China's official People's Daily warned on Wednesday that the US had set off
a "financial tsunami" by allowing Wall Street lenders to trade in subprime
debts and unstable financial derivatives.

In response to market turmoil, China's central bank cut interest rates for
the first time in six years, from 5.85% to 5.31% signalling Beijing's intent
to maintain economic growth and employment.

Regional stocks tumbled across East Asia on Thursday due to panic-selling
brought on by fears of a financial meltdown on Wall Street.

The MSCI Asia Pacific Index of regional shares fell 4.1% on Thursday as
traders in Hong Kong, Japan and China fled equity markets to safer
investments such as gold, government bonds and currencies such as the Yen.

Thursday trading saw Japan's Nikkei 225 Stock Average falling 3.6% while the
broader Topix index skidded 3.9%. Japan's central bank also pumped another
Y1.5 trillion into money markets to fund banks increasingly wary about
lending to each other.

Hong Kong's Hang Seng Index now stands at its lowest level in over two years
after dropping 7.3% on Thursday and 15.2% in the previous six sessions. HSBC
holdings and China Mobile, two of the biggest and most influential stocks on
the Hong Kong market, lost 7.4% and 4.6% respectively.

The Shanghai Composite index in China crashed 5.8% while the Taiex in Taiwan
sank 3.6%. South Korea's Kospi index dropped 3.9% after hitting an 18-month
low on Tuesday.

Signs of panic spread also spread to consumers with policyholders at
troubled insurance giant AIG flocking to regional offices to terminate
agreements despite an $85 billion US government bailout.

Asian markets have been hit hard all week after the collapse of investment
bank Lehman Brothers and the forced discount sale of brokerage firm Merrill
Lynch.

Russia's President Offered Half of Trillion to the Market

Russia's President Dmitry Medvedev <http://www.kremlin.ru/eng/>  has offered
to appropriate a half of trillion ruble to support the stock market of
Russia, including 250 billion ruble to be provided from the federal budget,
RIA Novosti <http://en.rian.ru/>  reported.

The president didn't specify exact route of the money. According to previous
reports of the media, VTB and Sberbank <http://www.sbrf.ru/eng/default.htm>
might get it to buy back their stocks on the market.

Medvedev also assured that Russia's government has all required resources to
stabilize the situation and pledged to extend the helping arm to the
country's financial sector.

The president proposed to the Central Bank of Russia
<http://www.cbr.ru/eng/main.asp>  and Finance Ministry
<http://minfin.rinet.ru/>  to discuss additional support for the biggest
banks of Russia.

After the emergency meeting of the government, Finance Ministry and the
Central Bank of Russia resolved to provide nearly 1.5 trillion ruble to the
country's biggest banks for three months. According to Finance Ministry, the
banks will use funds to grant loans to middle and small credit institutions
suffering from the money shortage.

What's more, the CBR lowered mandatory reserve threshold for the banks that
will release around 300 billion ruble. In the CBR, they have compiled a
special red list of 15 banks that are in need of the urgent financial
support.

Who Will Bail Out the U.S. Government?

I believe anything can happen, but after digging deeper, I realized there
are some serious issues here.

The U.S. government has enormous money problems of its own. The government
is much greater in debt than AIG (AIG <http://seekingalpha.com/symbol/aig>
), Fannie Mae (FNM <http://seekingalpha.com/symbol/fnm> ), and who knows who
is else could be next. The national debt currently stands at approximately
$9.634 trillion, which is a mind-boggling number! What is also worse this
huge number has grown four trillion dollars over the current Bush
administration. Now, put into perspective the interest that we, the
taxpayers must pay.

How About 230 Billion dollars a year!

Worse yet, the federal deficit for this fiscal year ending September 30 is
expected to be in the range of $400 billion - close to the all-time high.

My simple question is where is this going to end?

Have you looked at Tuesday's short-term interest rates? The three-month
rates are sickening. Everyone is running to them seeking security. It is
possible that the consensus is that these financial companies such as AIG
are too big to fail. Is it because of their derivative exposures, which are
unregulated with now questionable counterparty risks? There is only about 62
trillion dollars of these floating around.

I love the statement that Dana Perino came out with on Tuesday:

The free market is alive and well. We have systems in place here in our
country to be able to deal with shocks to the system like this.

I would not like to see the faces of people standing in line trying to take
their money out of the bank. She forgot an important issue:  How much money
does the FDIC have? It has something like $50 billion, but is that really
enough to guarantee $100K for every depositor? I care to disagree. Just look
IndyMac Bank (IMB <http://seekingalpha.com/symbol/imb> ) blew up and took
down approx $10 billion. Don't worry, as we are not alone. England is the
same shape - if not worse.

Time for the West to choose sides - Lavrov

It's time for Russia's Western partners to decide whose side they are on,
Foreign Minister Sergey Lavrov told the Federation Council on International
Affairs on Thursday.

In a comment that suggested the Georgian leader may be losing overseas
support, Lavrov said the West is beginning to see through the nature of the
Saakashvili government.

"Some in the West are beginning to understand that the Saakashvili regime
doesn't match the standards of a democracy. Democracies don't unleash
aggressive wars. And our Western colleagues have to choose whether to
support those who killed Russian citizens or withhold their unconditional
support," Lavrov said.

He also called a recent NATO meeting in Georgia a 'dangerous game'.
According to Lavrov, recognition of South Ossetia and Abkhazia was the only
way to bring stability to the region.

Lavrov stressed that the actions of Georgia's president sacrificed his
country's territorial integrity.

No precedent

Lavrov went on to say that Russia's decision to recognise Abkhazia and South
Ossetia as independent countries does not set a precedent for other
post-Soviet breakaway regions.

"Russia will actively promote a peaceful solution to all conflicts in the
Commonwealth of Independent States in line with international law and UN
Charter principles. We will pursue our mediation of the conflicts in the
Transdniester Region and Nagorno-Karabakh through peace talks," Sergey
Lavrov said.

Observers in Tskhinval

Meanwhile, UN observers are in the South Ossetian capital Tskhinval as part
of a special mission looking into the recent conflict there. The UN
representatives will travel around the region to look at the damage caused
to cities and towns.

A meeting with the South Ossetian government has also been organised as well
as a chance to meet survivors of the conflict.

After Tskhinval, the mission is set to visit Tbilisi and then Moscow.

Rice says Russia will fail in bid for regime change in Georgia

WASHINGTON, September 18 (RIA Novosti) - Russia will fail to attain its
strategic goal of ousting the government of Georgian President Mikheil
Saakashvili, U.S. State Secretary Condoleezza Rice said Thursday.

"Russia's leaders will not accomplish their primary war aim of removing
Georgia's government," Rice said, according to excerpts of a speech released
by the State Department ahead of the secretary's appearance at a German
Marshall Fund event later Thursday.

"Our strategic goal now is to make it clear to Russia's leaders that their
choices are putting Russia on a one-way path to self-imposed isolation and
international irrelevance," she said.

Russia drew international criticism over its five-day military campaign
against Georgia, which attacked South Ossetia on August 8, and its
recognition of South Ossetia and Abkhazia as independent states on August
26. Only Nicaragua has recognized the republics since then, although Belarus
may follow suit later this month, and Venezuela has voiced support for
Russia's recognition of the two republics.

The secretary of state also criticized Russia for its "worsening pattern of
behavior," including the use of natural resources as a political weapon,
unilateral withdrawal from the Conventional Forces in Europe treaty, threats
to target peaceful nations with nuclear weapons, arms sales to countries and
groups that threaten global security, and the repression of political
dissidents.

"The picture emerging from this pattern of behavior is that of a Russia
increasingly authoritarian at home and aggressive abroad," she said.

Rice spoke with sarcasm about the recent flights of Russian a patrol mission
by two Russian Tu-160 strategic bombers along the South American coast.

"We are confident that our ties with our neighbors ... will in no way be
diminished by a few aging Blackjack bombers visiting one of Latin America's
few autocracies," she said.

Region - The long-range bombers that have resumed missions into the Western
Hemisphere are delivering a clear message: Russia wants to be seen as a
global superpower once again.

At the base from which the missions have been taking off during the past
year, the pilots were delighted, feeling that they are back in action after
a long layoff.

Foreign reporters were afforded a rare look at the Engels base on the
wind-swept shores of the Volga River in early August. They were able to
speak to the pilots, who described a friendly rapport with the NATO aircraft
that are scrambled to escort them when they skirt foreign shores.

The day after the visit, conflict broke out between Russia and Georgia, a
U.S. ally. There's no telling whether the rapport has changed, but the
pilots have ridden out many storms in U.S.-Russia relations since the
flights resumed.

The renewal of the long-range bomber flights in August 2007 has escalated
tensions between the West and a Russia eager to reassert itself globally.
This was highlighted by the arrival of two Tu-160 supersonic bombers, known
here as the White Swans, in Venezuela last Wednesday.

Russia ratchets up US tensions with arms sales to Iran and Venezuela

Russia snubbed its nose at the United States today by announcing plans to
sell military equipment to both Iran and Venezuela.

The head of the state arms exporter said that Russia was negotiating to sell
new anti-aircraft systems to Iran despite American objections.

"Contacts between our countries are continuing and we do not see any reason
to suspend them," Anatoly Isaikin, general director of Rosoboronexport, told
Ria-Novosti at an arms fair in South Africa.

Reports have circulated for some time that Russia is preparing to sell its
S-300 surface-to-air missile system to Iran, offering greater protection
against a possible US or Israeli attack on the Islamic republic's nuclear
facilities. The missiles have a range of more than 150 kilometres and can
intercept jets approaching at low altitudes.

Ruslan Pukhov, director of the Centre for Analysis of Strategies and
Technologies in Moscow, said that it was logical to conclude a lucrative
contract with Iran "in the current situation, when the US and the West in
general are stubbornly gearing toward a confrontation with Russia".

Russia has already delivered 29 Tor-M1 missile systems under a $700 million
deal with Iran in 2005.

Sergei Chemezov, the head of state-owned Russian Technologies also disclosed
that Venezuela's leader Hugo Chavez wanted to buy anti-aircraft systems,
armoured personnel carriers, and new SU-35 fighter jets when they come into
production in 2010.

US plans to site an anti-missile shield in eastern Europe to deter surprise
attacks from Iran have outraged Russia, which believes the system in Poland
and the Czech Republic is aimed at weakening its defences.

Strains between Nato and Russia after the war in Georgia have also
contributed to a sharp deterioration in relations.

Deputy Prime Minister Igor Sechin, one of Prime Minister Vladimir Putin's
closest allies, has visited Venezuela and Cuba this week. Kommersant said
that Russia was forming "alliance relations" with the two anti-American
regimes as a response to US involvement in former Soviet republics.

Mr Sechin said that "military-technological cooperation" between Russia and
Venezuela was increasing, adding that the two sides were also in talks on
oil and shipbuilding projects.

President Chavez is expected to visit Moscow next week. Two Russian
long-range strategic nuclear bombers landed in the Venezuelan capital
Caracas last week, the first time they had visited the Latin American state.

The TU-160 Blackjack supersonic bombers took off last night for the return
journey to Russia after completing their patrol mission along the South
American coast, air force spokesman Lieutenant-Colonel Vladimir Drik said.

Condoleezza Rice, the US Secretary of State, voiced concern at Russian
bomber flights close to American shores last month and warned Moscow that it
was playing a "dangerous game".

Mr Sechin travelled to Nicaragua yesterday as part of Russia's efforts to
revive its influence on America's doorstep in Latin America. Nicaragua was
the only state to join Russia in recognising the independence of Georgia's
breakaway regions of Abkhazia and South Ossetia, and President Daniel Ortega
is also due to visit Moscow soon.

Iranian Foreign Minister visits Georgia

Tbilisi, Sept 17, IRNA - Foreign Minister Manouchehr Mottaki said on
Wednesday that Tehran was closely following up ongoing events in the
Caucasus and wants stability and security restored to the region.

"Recent bitter events and human catastrophe have been regrettable and we
have been closely following the events, given our sensitivity towards
restoration of security and stability there," Mottaki told Georgian
President Michael Saakashvili here Wednesday.

He said Iran has offering solutions to different parties in the region in
order to get out of the current stalemate and help restore stability and
security.

Consultations have been held with Russian, Azeri, Armenian, and German
officials on mechanisms for restoring stability and security to the
Caucasus, said Mottaki, adding that today in Tbilisi too he ould discuss
with Georgian officials ways of getting out of the crisis.

He hoped that suitable steps will be taken during his Georgia visit towards
restoration of security and peace to the Caucasus.

Mottaki also discussed with Saakashvili a host of other subjects, including
ways of expanding bilateral ties.

Saakashvili, for his part, said Iran holds a major status and a significant
position in the region.

"We attach special importance to expansion of relations with the Islamic
Republic of Iran," said Saakashvili, adding that Tbilisi and Tehran should
maintain regular contacts to that end.

Terming present conflict in the Caucasus as "devastating", Saakashvili hoped
that consultations at regional level and Iran's contribution would lead to
re-establishment of security and stability in the region.

He said, "We are ready to have necessary cooperation with any regional power
that can help normalize conditions," he added.

'Iran will not go beyond obligations'

Iran says it will continue to cooperate with UN nuclear watchdog but won't
take a step beyond its legal obligation and commitments.

"We will keep cooperating with the International Atomic Energy Agency but we
will not take a step beyond the Comprehensive Safeguard Agreements and the
Modality Plan," said Ali-Asghar Soltaniyeh, Iran's ambassador to the
International Atomic Energy Agency.

According to Soltaniyeh, Iran expected the IAEA to act within its
obligations in return.

Safeguards are activities by which the IAEA seeks to verify that a state is
not diverting nuclear material or equipment to produce nuclear weapons. The
IAEA has safeguards agreements in force with more than 140 countries around
the world. Most of these are comprehensive safeguards agreements concluded
pursuant to the Non-Proliferation Treaty (NPT).

The Modality Plan is also an agreement between the IAEA and Iran aimed at
clearing up the remaining ambiguities about Iran's nuclear program.

Iran, a signatory to the NPT, has asserted it seeks nuclear technology for
peaceful purposes. Western powers accuse the Islamic Republic of seeking a
secret nuclear weapons program.

The allegations come as the latest report by Mohamed ElBaradei, circulated
to members of the IAEA's board of governors on Monday, said the agency has
failed to discover any 'components of a nuclear weapon' or 'related nuclear
physics studies' in Iran.

Soltaniyeh also said that the member states of the Non-Aligned Movement have
agreed to issue another statement in support of Iran's nuclear program.
According to Soltaniyeh, the statement was drawn up on Tuesday.

The NAM, comprising 118 countries, is an international organization of
states considering themselves not formally aligned with or against any major
power bloc. It represents nearly two-thirds of the UN members.

IAEA Director General Mohamed ElBaradei circulated his latest report on
nuclear safeguards in Iran to the Agency's Board

35-member policymaking body. The report outlines developments since the
Director General's report of 26 May.

The IAEA Board of Governors will discuss the report when it next convenes in
Vienna on 22 September. The report is entitled Implementation of the NPT
Safeguards Agreement and Relevant Provisions of Security Council Resolutions
1737 (2006), 1747 (2007) and 1803 (2008) in the Islamic Republic of Iran.
Its circulation is restricted and cannot be released to the public unless
the IAEA Board decides otherwise.

'Iran can completely blockade PG'

A senior Iranian official says if a war is waged against Iran, the country
can impose a complete blockade on the Persian Gulf.

"No vessel could pass through the Persian Gulf waters without being at the
reach of the missiles of the Islamic Revolutionary Guards Corp Navy
(IRGCN)," Major General Yahya Rahim-Safavi, the top military advisor to the
Leader of the Islamic Revolution, told the Fars News Agency.

The former commander of the IRGC had earlier declared that the
responsibility of Persian Gulf defense had been handed over to the IRGC.

A US-based think tank has recently declared that IRGCN is capable of waging
a unique asymmetric warfare against larger naval forces.

The report by The Washington Institute for the Near East Policy authored by
Fariborz Haghshenas, an expert on the Iranian military, says that in the two
decades since the Iran-Iraq War, the IRGCN has been transformed into a
highly motivated, well-equipped, and well-financed force.

to destabilize Pakistani State and to create a justification to overrun
Pakistani nukes. From allies to a threat, U.S. and its President have
already downgraded Pakistan's rating. Pakistan is now the next theatre of
operations for U.S. forces after Iraq and Afghanistan. The meetings have
begun at the highest levels to counter this "threat" from Pakistan army!
Things are moving fast here and their pace is breathtaking. While the
military commanders were fairly blunt and open in their rejection of US
threats of cross border incursions, the political leadership was caught with
red faces and even responded with deafening silence. The PM reluctantly gave
a weak statement of support to the stance of the army but the CIA appointed
President decided to stay silent, in fact was fuming with anger and decided
to go to U.K. and U.S., canceling his visit to China!

Pakistan is now on a war path with U.S., at least the battle lines are being
drawn. We shall start with U.S. missile attacks and ground incursions inside
Pakistan. Last week we had done the following analysis on the developing
situation which has the potential of getting out of hand for both U.S. and
Pakistan.

We had written:

"While the army was busy in fighting the insurgencies on various fronts, it
is now confronted with a new threat and this time it is from United States.
Taking advantage of the chaos in Islamabad, U.S. finds it most appropriate
time to take the matters into its own hands. The government would only
protest as an eye wash and the army would be under tremendous pressure to
hold its horses. It is interesting to note that U.S. is only targeting those
regions where pro-Pakistan militants live. Those who are waging a war
against the State of Pakistan like Baitullah Mehsud, are not touched by the
U.S. despite repeated intelligence and information passed on to the U.S.
military. U.S. is playing with fire here by pushing the army in a tight
corner and testing the government's will against local sentiments. In
unprecedented moves, U.S. ground forces have now started to enter and attack
local villagers inside Pakistan. So far they have only killed women and
children. It is obvious that in the coming days, more such raids will be
carried out by the U.S. The political government will have to do something
just to maintain its image of authority or dignity. But in reality, it
remains spineless and even collaborative in these acts. For the army, this
is additional pressure when it is already fighting multiple low and medium
intensity wars within its own borders. For the army, it would be difficult
to stay out of political decision making if U.S. continues to carry out
raids which in turn cast serious doubts on the role of army itself. The mood
within the armed forces and within the nation is different from what is in
Islamabad. We shall see in a few days."

As expected for us but highly unexpected for U.S. as well as for PPP
government, Pakistan's military chief lashed out at U.S. for their
incursions. First clear signs that battle lines are now being drawn between
GHQ and Washington. Not just that the army Chief gave some stern warnings,
he even flexed his muscles. This was totally stunning development and even
caught the U.S. by surprise.

But U.S. has made its point clear. It is going to continue to make raids
into Pakistan. The entire CIA backed coup against Musharraf was for this
very purpose. He had always resisted this U.S. desire despite his
dangerously close and lopsided relationship with U.S. Zardari has been made
President for a purpose. Now the U.S. is not going to back down from their
ultimate desire to destabilize Pakistani State and to create a justification

To add further punch to the message for the U.S. and NATO forces, Pakistan
briefly stopped the fuel supplies for NATO operations in Afghanistan. The
message was heard loud and clear immediately. While NATO heard, U.S. again
pretended to feign ignorance.

Nato not to take part in US raids inside Pakistan

BRUSSELS: Nato will not take part in a proposed US strategy of conducting
raids into Pakistan from Afghanistan against Taliban and Al Qaeda militants,
a spokesman said on Thursday. "The Nato policy, that is our mandate, ends at
the border," James Appathurai told a regular news briefing.

But the international game is on big time to increase pressure on Pakistan
to use more indiscriminate, ruthless and brutal force against local tribals.
International pressure is now frustrating Pakistani Foreign Office,
especially when Mr. Karzai also decides to chip in his lot.

U.S. raids so far have killed dozens of women and children and have created
such a charged environment in the country that even the PPP government
officials are forced to show some concern. Media is already taking the line
which does not suit U.S. at all. Opposition leaders have fully backed the
army and have demanded a firm stance against U.S. Now it is a national cause
and for the first time army seems to have gained serious sympathy and
support even from its arch critics.

But on the larger axis, the pressure on Pakistan is not just on the issue of
terrorism but also on the explosive issue of nuclear proliferation. After
imposing this President and Prime Minister on us, the case is now being
re-opened by the U.S. to increase pressure on Pakistan and the objective of
this prong is to create a case to eliminate Pakistan's nuke program - the
ultimate prize for the U.S. and Israel / India axis. Pakistan was not
amused.
