TSVNCache.exe eats up processor time after reboot

I've just upgraded to 1.6.3 and since then:
1) After reboot TSVNCache.exe uses 100% processor time.
2) If I kill the process it is restarted and it behaves normally.
3) After next reboot goto 1.
