Slow response with Cognos Framework Manager

Opening files with Framework manager that are stored in the local svn directory takes 10 to 12x longer than opening the same files stored in a directory that svn is not monitoring. We have not been able to isolate what is causing the slowdown when reviewing the logs and system processes. Any ideas how to improve the performance.
